Plugin preloader doesn't hook into d3d11.dll, it hooks into IPHLPAPI.DLL so it wouldn't make sense if it would be incompatible with DLL loader.

Buffout4 is another mod that addresses engine issues and bottlenecks for faster and smoother performance as well as contains a crash logger to help with debugging.
